It would be most efficient if the two shelter resources could help each other. People in shelters may benifit from time spent with a needy pet and animals in the shelter have a variety of willing volunteers while they themselves stay at a shelter.TToni9@twitter

This is a question that is basically asking to decide between apples and oranges. The two types of shelters are completely different, and serve completely different functions. There is really no way to chose.
